Following the Hybrid Seminar on the Implementation of the Harmonised Regulatory Reporting Framework (HRRF) for Company Service Providers held on 15 September 2026, the MFSA and the FIAU have issued a joint update covering three areas: the publication of final taxonomies and technical documentation, the launch of end-to-end testing, and the 2027 submission timelines.
Final taxonomies and technical documentation
The MFSA has completed its internal testing and published the final versions of the HRRF taxonomies and supporting technical documentation. These are final for implementation purposes. However, the authorities note that issues identified during external testing may lead to further updates where urgent remediation is required.
The documentation is available on the test Licence Holder (LH) portal (https://testlhportalexternal.mfsa.mt/), and the production LH portal is to be updated in due course. Within the test portal:
- Excel to JSON Converter Tool: once the licence and submission fields are completed, the latest Taxonomy Template and Data Dictionary are available at the bottom of the page.
- File Upload: once the relevant fields are completed, the latest Sample JSON File, JSON Schema and Data Dictionary are available in the Guidelines section.
End-to-end testing
The authorities consider the HRRF platform stable enough for end-to-end testing by licence holders. All CSPs are strongly encouraged to take part, covering the full submission process from data preparation through to successful filing, before the first production submissions.
The MFSA welcomes feedback on technical issues, data validation, user experience and navigation, and the guidance materials. Feedback can be sent to returnsupport@mfsa.mt. CSPs that have not yet registered can do so through the test LH portal by selecting “Register here”.
2027 submission timelines
The 2027 reporting timelines are unchanged:
- CSPs (authorised and registered) with a financial year from 1 January to 31 December 2026: the MFSA Return is due by 30 April 2027, and the FIAU Risk Evaluation Questionnaire (REQ) is also due in April 2027.
- Authorised CSPs with a financial year end other than 31 December: the MFSA Return remains due within four months of the financial year end, in line with the applicable Rulebooks. The FIAU REQ is still due in April.
